VCS has a long history of aiding public and private ventures in the establishment of television channels, both satellite and terrestrial.

VCS provides consultation and implementation of all channel set-up operations, including technical infrastructure, programming, newsgathering operations, and initial launch. VCS has aided in the establishment of Dream TV, Mehwar TV, Nahrain TV and Radio, Al-Qiethara TV and various others throughout the Middle East.

The basis of the any TV channel is that it must be self-sufficient and independently sustainable. By treating the emergence of any network in commercial terms, the channel will be able to safeguard certain values held dear in the international broadcast community:
